The Republican National Hispanic Assembly is honored to recognize one of its own, Richard S. Figueroa, our RNHA National Business Executive Director.

Rick Figueroa was raised by a single mother in public housing in Bay City, TX, the youngest of 8 children. In addition to serving on the Trump-Pence 2020 Campaign’s Latinos for Trump Advisory Board, he is Chairman of the Texas Department of Licensing & Regulation, on the NRA Board of Directors & is an Ambassador for the U.S. Department of Energy’s Office of Economic Impact & Diversity. Rick & his wife Laura live in Brenham, TX, and have four children.

Native Texan Rick Figueroa has over 25 years of experience in the financial sector, providing investment strategy and solutions. He received his B.A. in Accounting and M.S. in Land Economics from Texas A&M University in 1991 and 1992, respectively. Rick has since earned numerous certifications, including Certified Public Accountant (CPA), Chartered Retirement Planning Counselor (CRPC), Certified Financial Manager (CFM), and Certified Special Needs Advisor (CSNA).

Rick joined Arthur Andersen in 1992 and Halliburton in 1995. He worked with industry giant, Merrill Lynch as a vice president and senior financial advisor for over ten years (1997–2008). In 2007, Merrill Lynch recognized Rick with the Leadership in Diversity & Inclusion Award and the Greater Houston Complex Values Award. In 2009, Rick joined UBS Financial Services where he currently serves as First Vice President of Investments for the Caton Figueroa Group.

In October 2008, former President George W. Bush invited Rick to the White House and recognized him as a leader within the Hispanic community. In 2008,  Governor Rick Perry appointed him to the Texas Judicial Review Council. In 2016, Governor Greg Abbott appointed Rick Commissioner of the Texas Department of Licensing and Regulation (TDLR) and in 2019 Governor Abbott appointed him Chairman of TDLR. Rick serves as a member of the National Hispanic Coalition for the Trump-Pence Campaign (2016 & 2020) and on the Hispanic Advisory Council for the President of the United States. As a community leader, Rick is actively involved on the boards of numerous community organizations. He is often quoted in broadcast and print outlets as an expert on investing and personal finance trends.

Rick’s business philosophy is centered around the client, taking a holistic approach to understand each client’s values and goals. In all areas of life, Rick endeavors to establish meaningful lifelong relationships. He enjoys traveling with his family, playing golf, spending time on his ranch, and entertaining family and friends. Rick and his wife, Laura have four children: two daughters, a junior at Liberty University and a sophomore at the University of Alabama, and two sons, a sophomore in high school and an eighth-grader. The Figueroa’s are actively involved with their church, Champion Fellowship in Brenham, Texas.
